Port official to attend US course

A BRUNEI port official has been selected
to attend a three-week International
Visitor Leadership Programme (IVLP),
which starts today.
Muara Port Facility Security officer
Zainal Haji Dullah left for the United
States yesterday to attend the IVLP,
entitled 'Asean: Protecting Ports and
Sea Lanes for Trade and National
Security'.
The programme, scheduled to begin today,
will end on November 10.
Zainal, who was nominated through the US
Embassy in Brunei, will be joining other
participants from the region including
Australia, Cambodia, Indonesia,
Malaysia, Taiwan, Thailand and Vietnam.
The IVLP is an all-expense paid trip
supported by the US Department of State.
The programme aims to address various
port and maritime security issues
enabling participants to learn about
approaches used by the US in port and
maritime security.
The programme will also touch on
security issues and operations at
American ports including container and
break-bulk operations, as well as
operations of passenger ferries.
In addition, the programme will examine
the interaction between federal, state
and local security agencies in
addressing port security requirements as
well as the responsibilities and
authority of the US Coast Guard in
securing ports and domestic waterways
Also to be discussed are US policies in
the Asean region concerning port and
sea-lane security, the role and
activities of the US Navy as partners
with Asean members in protecting
regional sea lanes, the operations of
federal and state maritime training
academies and current issues in
personnel management and training, and
container and supply-chain management.
The programme will take Zainal to five
different US cities — Washington, New
York, Michigan, California and Hawaii —
where he and other participants will
address each of the themes.
Throughout the programme, participants
will also have an opportunity to
experience cultural events and home
hospitality with American families.
